kuśapuṣpayavavrīhibahumūlatamālakam dāpayetprokṣaṇīpātre bhasitaṃ praṇavena ca
Into the vessel for ritual sprinkling (prokṣaṇī) one should place kuśa grass, flowers, barley, rice, many sacred roots, and tamālaka; then also place the sacred ash (bhasma), consecrating it with the Praṇava, Oṁ.
Suta Goswami (narrating Linga-puja vidhi to the sages of Naimisharanya)
It prescribes the sanctifying mixture placed in the prokṣaṇī vessel and emphasizes bhasma empowered by Oṁ—purification before approaching the Linga, the manifest sign of Pati (Shiva).
By centering the rite on bhasma and the praṇava, it points to Shiva as Pati who purifies pashu (the bound soul) from pāśa (impurities/bondage), making the worshipper fit for His grace.
A puja-vidhi step: preparing consecrated sprinkling materials and installing vibhūti with Oṁ—aligned with Pāśupata-style purification and inner detachment symbolized by ash.
