A prince can be restrained by the minister and the royal chaplain; but a favourite (one enjoying special royal affection) is difficult to restrain, due to childishness and association with harmful persons.
Because closeness to the ruler reduces accountability; immaturity and bad-company networks amplify reckless or predatory behaviour.
A dual-advisor check: minister + chaplain acting as restraining authorities over a prince’s conduct.
