अन्धो राजा शक्यते सहायसम्पदा यत्र तत्र वा पर्यवस्थापयितुम् ॥ कZ_०८.२.११ ॥

Transliteration

andho rājā śakyate sahāyasampadā yatra tatra vā paryavasthāpayitum

Translation

A blind king can be made to “settle” anywhere—i.e., positioned and controlled—through the resources of accomplices.
