मन्त्रो मन्त्रफलावाप्तिः कर्मानुष्ठानमायव्ययकर्म दण्डप्रणयनममित्राटवीप्रतिषेधो राज्यरक्षणं व्यसनप्रतीकारः कुमाररक्षणमभिषेकश्च कुमाराणामायत्तममात्येषु ॥ कZ_०८.१.०८ ॥

Counsel, attainment of the fruits of counsel, execution of works, revenue-and-expenditure administration, enforcement of punishment, suppression of enemies and forest/tribal threats, protection of the realm, countermeasures in calamities, protection of princes, and the consecration of princes—these depend chiefly on ministers.
