तेषामभावे तदभावः छिन्नपक्षस्येव राज्ञश्चेष्टानाशश्च ॥ कZ_०८.१.०९ ॥
Transliteration
teṣām abhāve tadabhāvaḥ chinnapakṣasyeva rājñaś ceṣṭānāśaś ca
Translation
In their absence, those functions are absent; and the king’s capacity to act is destroyed—like a bird with its wings cut.
