दुर्गः कोशादुपजाप्यः परेषाम् ॥ कZ_०८.१.३५ ॥
durgaḥ kośādupajāpyaḥ pareṣām
A fort can be won over (suborned) by others when one’s treasury is deficient.
Inducements—bribes, pay, privileges—by which an enemy can flip commanders or troops if the state cannot fund loyalty and supplies.
