पादगुणहीनः परिमितार्थः ॥ कZ_०१.१६.०३ ॥
Transliteration
pādaguṇahīnaḥ parimitārthaḥ
Translation
(If) deficient in the required competencies, (he should be assigned) a limited objective (and a restricted mandate).
