gṛhapatikavaidehakatāpasavyañjanāḥ praṇidhayaḥ nāgarikapraṇidhiḥ ity adhyakṣa-pracāro dvitīyam adhikaraṇam
Householder-agents, poet-agents, Vaiśya/merchant-class agents, ascetic-agents, and disguised agents are (the categories of) state informants; along with the city superintendent’s network of informants—this constitutes the operational scope of the superintendents (Adhyakṣas). This is the second section (Adhikaraṇa).
To institutionalize a layered intelligence system by embedding informants in socially credible roles, enabling continuous monitoring of urban conditions, officials’ conduct, and threats—thereby protecting revenue, order, and the state’s security (yogakshema).
It parallels modern use of multi-source intelligence and community-linked information channels (e.g., market monitoring, public-safety reporting, and regulatory audits), emphasizing diversified sources, cover protection, and integration of municipal intelligence into executive oversight.
The city superintendent (Nāgarika) and departmental superintendents (Adhyakṣas) must maintain and use structured informant networks to detect misconduct, prevent disorder, and ensure effective administration within their operational jurisdictions.
