mantrādhikāraḥ dūtapraṇidhiḥ rājaputrarakṣaṇam aparuddhavṛttam aparuddhe vṛttiḥ rājapraṇidhiḥ niśāntapraṇidhiḥ ātmarakṣitakam iti vinayādhikārikaṃ prathamam adhikaraṇam.
In the section on Discipline (Vinaya), the first Adhikaraṇa consists of these topics: the conduct of counsel (mantra); the appointment and use of envoys (dūta); protection of the prince; the conduct of one under confinement; the livelihood/maintenance for one confined; the king’s confidential agents; night-time agents; and the king’s personal security arrangements.
To define the core administrative-security agenda of the ruler’s discipline section: secure decision-making (counsel), reliable diplomacy (envoys), protection of succession (the prince), controlled handling of detainees, and a robust intelligence and personal security apparatus—together enabling stable rule and state welfare.
It parallels modern governance architecture: cabinet/NSC-style decision procedures, a professional diplomatic corps, succession/continuity planning, prison and detainee management standards, intelligence services with oversight, and executive protection—integrated to reduce risk and preserve institutional stability.
The ruler must institutionalize confidential counsel, deploy envoys effectively, ensure the heir’s protection, regulate detention and detainee maintenance, run confidential and night surveillance agents, and maintain personal security—treating these as foundational duties for safeguarding the state’s stability and welfare.
