Sutra 34

समहीनविशिष्टानामित्युक्ताः संधिविक्रमाः ॥ कZ_०७.८.३४च्द् ॥

samahīnaviśiṣṭānām ity uktāḥ saṃdhivikramāḥ.

Thus are peace (saṃdhi) and initiative/attack (vikrama) described with reference to those who are equal, inferior, or superior (in position/power).
