Sutra 32

आदिष्टसंधिस्तत्रेष्टो गूढस्तेनोपघातिनः ॥ कZ_०७.३.३२च्द् ॥

ādiṣṭasaṃdhis tatreṣṭo gūḍhas tenopaghātinaḥ

In that situation, an ‘ordered/mandated treaty’ is preferred—while covert agents, by that arrangement, strike at the opponent.
