Sutra 39

निवेश्य पूर्वं तत्रान्यद्दण्डानुग्रहहेतुना ॥ कZ_०७.१८.३९च्द् ॥

niveśya pūrvaṃ tatrānyad daṇḍānugrahahetunā

Having first established him there, he should then deploy other measures—coercion and favor—as the instruments for control.
