पुरुषवद्धि राज्यम् ॥ कZ_०७.११.२४ ॥
puruṣavad dhi rājyam
For the state is, in truth, like a person—i.e., it functions through men.
State capacity is embodied in human agents—officials, soldiers, taxpayers, informants—so governance quality depends on recruitment, discipline, and incentives.
It reinforces that fixed assets (land/forts) matter less than the organized human system that uses them.
