शमव्यायामयोर्योनिः षाड्गुण्यम् ॥ कZ_०६.२.०४ ॥

śamavyāyāmayoryoniḥ ṣāḍguṇyam

The six measures of foreign policy (ṣāḍguṇya) are the source of both restraint and exertion.
