Sutra 17

उदासीनवधे यातुरुत्तमो दण्डः ॥ कZ_०४.१३.१७ ॥

udāsīnavadhe yātur uttamo daṇḍaḥ

For killing a neutral (udāsīna), the yātu (sorcerer/black-magician; covert killer) shall receive the highest punishment.
