kṛcchropajāpā hi bāhyānām abhyantarās teṣām itare vā
Suborning outsiders is difficult—(it is best done) by their own insiders, or else by others (suited to the task).
Access, trust, and cultural/political distance make recruitment harder; insiders have credibility and proximity.
Non-insiders who still have leverage—e.g., intermediaries, allied agents, or those with shared interests/resources enabling contact.
