It establishes the exalted audience—Nārada, revered sages, and higher celestial beings—indicating that the forthcoming Shaiva teaching/event is of universal authority, acknowledged even by residents of higher lokas.
By showing that devas and great rishis participate and offer honour, the text reinforces that Saguna Shiva-worship (including Linga-upāsanā) is not merely human practice but a cosmic, multi-loka observance aligned with dharma and liberation.
The practical takeaway is to emulate the devas and sages through regular pūjā and reverence—especially japa of the Panchākṣarī ("Om Namaḥ Śivāya") with a disciplined, devotional mind.
