रुद्रस्य परमात्मत्वे ब्रह्मपुत्रत्वादिसंशयप्रश्नः — Questions on Rudra’s Supremacy and His ‘Sonship’ to Brahmā
परमैश्वर्यसंयुक्ताः परमेश्वरभाविताः । तच्छक्त्याधिष्ठिता नित्यं तत्कार्यकरणक्षमाः
paramaiśvaryasaṃyuktāḥ parameśvarabhāvitāḥ | tacchaktyādhiṣṭhitā nityaṃ tatkāryakaraṇakṣamāḥ
Mit höchster Herrscherkraft begabt und von der Gegenwart Parameśvaras durchdrungen, werden sie stets von Seiner Śakti getragen und sind vollkommen fähig, Seine Werke zu vollbringen.

Linga worship centers on Parameśvara as the source of all power; this verse explains that even cosmic functions proceed because Shiva’s Śakti sustains and empowers the agents who carry out His will.
A practical takeaway is Śiva-śaraṇāgati (surrender) through japa of the Pañcākṣarī “Om Namaḥ Śivāya,” contemplating that one’s ability to act rightly is upheld by Shiva’s Śakti.
