प्रकृत्यवस्थापितकारणानां या च स्थितिर्या च पुनः प्रवृत्तिः । तत्सर्वमप्राकृतवैभवस्य संकल्पमात्रेण महेश्वरस्य
prakṛtyavasthāpitakāraṇānāṃ yā ca sthitiryā ca punaḥ pravṛttiḥ | tatsarvamaprākṛtavaibhavasya saṃkalpamātreṇa maheśvarasya

It establishes Śiva (Maheśvara) as the transcendent Pati whose mere saṅkalpa governs the functioning of Prakṛti—affirming that liberation comes by turning from dependence on material causality (pāśa) to reliance on the Lord who stands beyond it (aprakṛta).
Though Maheśvara is described as aprākṛta (beyond matter), devotees approach Him through Saguna supports like the Śiva-liṅga; worship trains the mind to recognize that all worldly processes ultimately move by His will, not by independent material power.
Meditate on Śiva as the inner governor of all change (sthiti and pravṛtti) while repeating the Pañcākṣarī—“Om Namaḥ Śivāya”—and offer the results of all actions to Him as saṅkalpa-śakti, the Lord’s sovereign will.
