tatkathaṃ rājavaryo'sau lokesevyatvamāgataḥ | samullaṃghya nṛpānanyānetanme nuda saṃśayam || 2 ||

The verse frames a dharmic inquiry: true greatness is measured by the qualities and conduct that make one universally worthy of respect and service, not merely by power.
Indirectly, it sets up the teaching that worldly honor (being ‘served by the world’) is ultimately grounded in higher virtue—often presented in the Purana as arising from devotion, discipline, and alignment with dharma.
The verse highlights the Vedanga-style method of inquiry (praśna) and clarification (saṁśaya-nivṛtti): precise questioning to establish correct understanding before applying dharma in practice.
