Protection of the Realm and Principles of Revenue & Local Administration
उच्चै: स्थाने घोररूपो नक्षत्राणामिव ग्रह: । भवेत् स तान् परिक्रामेत् सर्वानेव सभासद:,अथवा प्रत्येक नगरमें एक ऐसा अधिकारी होना चाहिये, जो सभी कार्योंका चिन्तन और निरीक्षण कर सके। जैसे कोई भयंकर ग्रह आकाशमें नक्षत्रोंक ऊपर स्थित हो परिभ्रमण करता है, उसी प्रकार वह अधिकारी उच्चतम स्थानपर प्रतिष्ठित होकर उन सभी सभासद् आदिके निकट परिभ्रमण करे और उनके कार्योकी जाँच-पड़ताल करता रहे
uccaiḥ sthāne ghorarūpo nakṣatrāṇām iva grahaḥ | bhavet sa tān parikrāmet sarvān eva sabhāsadaḥ ||
Bhīṣma sagte: „Es soll ein Beamter von furchtgebietender Autorität eingesetzt werden, auf den höchsten Platz gestellt, wie ein schrecklicher Planet über den Sternen. Unter allen Mitgliedern des Rates soll er sich bewegen, stets in ihrer Nähe kreisen und ihr Verhalten und ihre Arbeit prüfen.“
