The verse links righteous order (dharma) with tangible well-being: when dharma rises, the realm becomes fertile and secure, and fear diminishes. Ethical governance is portrayed as the cause of both prosperity and public safety.
Arjuna describes the condition of the earth after a significant change brought about by certain persons' arrival/entry (implied by the surrounding context): the land becomes more abundant in vegetation and herbs, dharma steadily increases, and the atmosphere of fear disappears.
