The verse teaches regulated generosity through bali-offerings: different beings are acknowledged in appropriate ways—Viśvedevas through an offering cast into the sky, and nocturnal spirits through offerings made at night—so that a householder lives responsibly within a wider moral and cosmic order.
Vāyu is giving prescriptive guidance on ritual conduct, specifying the recipients (Viśvedevas, night-roamers, bhūtas) and the proper mode and time of offering (into the sky; at night), as part of a broader dharma-instruction.
