Creation and Commissioning of Tilottamā
Bhīṣma emphasizes righteous statecraft: urgent action should be paired with courteous speech and appropriate gifts. A ‘priyavada’ envoy and generous offerings are presented as ethical means to secure cooperation and accomplish a legitimate aim without coercion.
In the unfolding political situation, Bhīṣma advises that a messenger be sent immediately to King Drupada. The envoy should be skilled in pleasing, tactful speech and should carry many jewels as a formal gift, intended to advance the Pāṇḍavas’ objective by winning Drupada’s favorable response.
