Adhyaya 70: आदिसर्गः—महत्-अहङ्कार-तन्मात्रा-भूतसृष्टिः, ब्रह्माण्डावरणम्, प्रजासर्गः, त्रिमूर्ति-शैवाधिष्ठानम्
पुरुषाधिष्ठितत्वाच्च अव्यक्तानुग्रहेण च अण्ड महादयो विशेषान्ता ह्य् अण्डमुत्पादयन्ति ते
puruṣādhiṣṭhitatvācca avyaktānugraheṇa ca aṇḍa mahādayo viśeṣāntā hy aṇḍamutpādayanti te
Weil sie vom Puruṣa (dem höchsten Herrn als Pati) geleitet werden und durch den gnadenhaften Anstoß des Avyakta (des Unmanifesten), bringen jene Prinzipien—beginnend mit Mahat und endend bei den besonderen Elementen—das Kosmische Ei (Brahmāṇḍa) hervor.

Shiva is indicated as Puruṣa—the sovereign presider whose adhiṣṭhāna (governing presence) and sanction enable Prakṛti/Avyakta and its evolutes (Mahat onward) to manifest the universe, showing Shiva as transcendent yet immanent regulator.
The verse implies tattva-viveka (discriminative discernment) central to Pashupata-oriented sadhana: seeing the world-process as Pasha-bound evolution and turning the mind from effects (viśeṣas) toward the presiding Pati through dhyāna and Linga-upāsanā.
