Suta Goswami
It defines the eligibility and authenticity of a Linga-upāsaka: one must be restrained in external conduct (bahis) and purified in inner intent (antas), making worship effective and non-hypocritical.
By implying that approach to Pati (Shiva) requires alignment of both inner consciousness and outer action—since Shiva is the indwelling Lord (antar-yāmin) and also honored through visible rites—uniting inner realization with outer worship.
The core Pāśupata emphasis on saṃyama (restraint) and śuddhi (purity): regulated outer behavior (ācāra) together with inner control of mind and senses, supporting mantra, dhyāna, and Linga-pūjā.
