It frames Liṅga-mahātmya as a sanctifying Purāṇic revelation preserved in an authoritative lineage (Vyāsa → Sūta → sages), establishing the Liṅga as the central emblem of Pati (Śiva) worthy of devotion and study.
Indirectly, by highlighting “Liṅga-mahātmya,” it points to Śiva-tattva as the supreme Pati whose formless-transcendent reality is approached through the Liṅga symbol and its revealed meanings.
No specific rite is prescribed in this verse; it prepares the ground for later teaching on Śiva-pūjā and Pāśupata-oriented disciplines by establishing the scripture’s provenance and sacred authority.
