যে শরণাগতকে রক্ষা করার মধ্য থেকে জন্ম নেওয়া পরম ধর্ম পালন করতে চায়—সে যদি কাম, ক্রোধ, ভয় বা লোভে শরণাগতকে ত্যাগ করে, তবে সে নিন্দিত।
