Intent (to appropriate what is sacred) and impurity (ucchiṣṭa state) together intensify karmic reaction, even in a holy place.
Puṣkara is the tīrtha background; the verse protects its sanctity by explaining the fault lies in the transgressor, not the tīrtha.
Avoid touching or taking sacred manifestations with impure state or acquisitive intent; approach with śauca and reverence.
