इत्याकर्ण्य नभोवाणीं तथेत्युक्ते हरे तदा । हरेच्छयागतो विष्णुस्तं दिदेश सतां गतिः
ityākarṇya nabhovāṇīṃ tathetyukte hare tadā | harecchayāgato viṣṇustaṃ dideśa satāṃ gatiḥ
নভোবাণী শুনে হরি তৎক্ষণাৎ বললেন—“তথাস্তु।” তখন হরির ইচ্ছায় আগত বিষ্ণু তাঁকে উপদেশ দিলেন; বিষ্ণুই সজ্জনদের আশ্রয় ও গতি।

The verse highlights that even great deities act in alignment with a higher cosmic ordinance; hearing the heavenly command, Hari consents, and Viṣṇu proceeds as an instrument of that will—teaching that dharma is fulfilled through surrender to the Supreme order.
In the Shaiva Purana’s theological frame, saguna divine action operates under the Supreme Lord’s governance; this verse reflects that divine missions and protections of devotees ultimately serve the higher Shaiva order that culminates in devotion to Shiva and realization of His grace.
The practical takeaway is inner consent to divine will (īśvara-icchā-anusandhāna) supported by japa of the Panchākṣarī—“Om Namaḥ Śivāya”—as a discipline of surrender and right action.
