It establishes Purāṇa-śravaṇa (hearing sacred narration) as a dharmic foundation that prepares the mind for Shiva-bhakti and Linga-upāsanā by purifying understanding and strengthening right remembrance.
By implication, it points to Shiva as Pati—the liberating Lord—because Purāṇic proclamation is presented as a force that reduces pāśa (bondage) and turns beings toward dharma and higher truth.
Scriptural recitation and attentive listening (śravaṇa) is highlighted as a primary Shaiva discipline that supports inner purification and readiness for Pashupata-oriented practice and Linga-pūjā.
