তিনি চলমান কার্যাবলির উপর সদা নজর রাখেন, সন্ধি ও বিগ্রহের তত্ত্ব জানেন, গূঢ় পরামর্শের প্রয়োগ ও প্রচার বোঝেন, এবং দেশ-কাল অনুযায়ী যথাযথ বিভাজন নির্ণয়ে দক্ষ হন।
