“পূৰ্বে, নাগসকলৰ নবম কুল সৃষ্টি কৰিবলৈ ইচ্ছা কৰি মই এই বিধান স্থিৰ কৰিছিলোঁ—তোমাৰ পাৰ্শ্বৰ পৰা ধৰণীত সীমা-মৰ্যাদা আৰু শৃঙ্খলাৰে সেয়া উদ্ভৱ হ’ব।”

Scene: Brahmā proclaims a cosmic plan: from the serpent-form being’s side will arise a ninth nāga lineage on earth, orderly and bounded; the scene feels like a charter being spoken into existence.
Purāṇic narratives present even altered states as purposeful within cosmic order (maryādā) and divine planning.
The verse speaks of earthly establishment; the localized sacred site is named later as Hāṭakeśvara-kṣetra.
No direct ritual; it is a declaration of destiny that frames later place-centered practice.
