maheśvara uvāca | hitāya sarvalokānāṃ vedyāmasyāṃ vyavasthitaḥ | sthāsyāmi sahitaḥ patnyā satyātva dvacanādvidhe
Maheśvara (Śiva)
A tīrtha becomes supremely potent when the deity vows abiding presence there for the welfare of all beings.
The Haravedī/vedī (altar-site) where Śiva declares his continued presence with his consort.
No specific rite is prescribed; the verse provides the theological basis for the shrine’s enduring sanctity (pratiṣṭhā/abiding presence).
