बंधुराजभयाद्बुद्धिश्रद्धा सा च कनीयसी । सर्वाभावे दरिद्र स्तु वाचा वा कर्मणा यजेत्
baṃdhurājabhayādbuddhiśraddhā sā ca kanīyasī | sarvābhāve daridra stu vācā vā karmaṇā yajet
若因惧怕亲族或君王而使信念与志愿衰弱,则其奉爱便诚然微薄。然而即便一无所有——纵然贫困——也当礼敬湿婆,至少以言语祈祷,或以力所能及之行持而供奉。

Significance: Universal accessibility of Śiva-bhakti: even without resources, worship through speech (stuti/japa) or simple acts is efficacious; emphasizes grace over material capacity.

It affirms that Śiva accepts devotion even when external conditions are hostile—fear, social pressure, or poverty—because sincere śraddhā expressed through prayer and simple effort is still valid worship.
It supports Saguna worship by emphasizing accessible acts—verbal praise, japa, and modest service—showing that even without full ritual materials one may honor the Liṅga through nāma (name) and bhāva (devotional intent).
If offerings are impossible, perform vāchika-pūjā: recite the Pañcākṣarī mantra “Om Namaḥ Śivāya,” chant Śiva-stotras, and do simple karmic worship like bowing, circumambulation, or mental offering.
