The verse teaches that Devī (Śakti) is not merely a deity to be approached externally, but the very pervading power of awareness and the ground in which all mental activities and the cosmos rest—pointing to liberation through recognizing the all-pervasive divine presence.
In Linga worship, the devotee honors Shiva as Pati (the Lord) inseparable from Śakti; this verse supports Saguna practice by revealing that the worshipped form is also the immanent Consciousness that pervades all names and forms.
Meditate on citi (pure awareness) while repeating the Panchākṣarī “Om Namaḥ Śivāya,” contemplating that all vṛttis arise and subside in the all-pervading Shiva–Shakti; optionally steady the practice with Tripuṇḍra (bhasma) and Rudrākṣa as Shaiva supports.
