The verse teaches that unwavering dharma rooted in devotion (bhakti) generates spiritual splendor (tejas) so great that the devotee becomes universally venerable; even the highest deities honor such purity and steadfastness.
By naming Hara (Śiva) among those who honor the virtuous, the text implies that Saguna Śiva responds to inner integrity and devotion; Linga-worship is fulfilled not only by ritual, but by the devotee’s steadfast conduct and surrender.
It points to taking a vrata (sacred vow) with disciplined purity—supported by japa of “Om Namaḥ Śivāya” and regular Śiva-pūjā—so that outer worship aligns with inner steadfastness.
