ब्रह्मोवाच । इत्याकर्ण्य वचस्तस्यास्सन्तुष्टोभूद्वृषस्स वै । तदेवंवादिनीं साध्वीमुवाच विधिनन्दन
brahmovāca | ityākarṇya vacastasyāssantuṣṭobhūdvṛṣassa vai | tadevaṃvādinīṃ sādhvīmuvāca vidhinandana
梵天说道:听闻她的话语,那公牛(法,Dharma)确实心生欢喜。随后,造化之子(梵天)对那位如此陈言的贤淑女子开口,予以答复。

Though the verse is narrative, it frames the inner qualification for Saguna Shiva worship: when Dharma is pleased, one becomes fit to receive guidance that culminates in right worship—outer rites (like Linga-pūjā) grounded in inner virtue.
The implied practice is disciplined speech and conduct (satya, dharma) as a preparatory sādhana; paired with steady japa of the Panchākṣarī “Om Namaḥ Śivāya,” it aligns one’s life with Shaiva devotion.
