Cosmic Event: Brahma-tejas (sacred brilliance) pervading a city—an image of sattva and dharmic order.
It teaches that proximity to a sanctified Shaiva space and devotion to Shiva naturally increases auspicious virtues (guṇas), producing inner well-being and a luminous, purified state—symbolized by the city becoming radiant with sacred splendor.
In the Kotirudra context of Jyotirlinga glory, the verse implies that worship near Shiva’s manifested presence (Saguna Shiva as the Linga) transforms both devotees and the environment—virtue grows and the place shines with divine tejas.
A practical takeaway is steady mantra-japa (especially the Panchakshara, Om Namaḥ Śivāya) with purity-observances; supporting Shaiva disciplines like Tripuṇḍra (bhasma) and Rudrाक्षa dhāraṇa can be adopted to cultivate these sukhāvaha guṇas.
