Exposition of the Supreme Method of Creation and the Tirodhāna-Cakra
विष्णोरेवेदमाख्यातं कृत्यं रक्षाविधायिनः । स्थितावपि तु सृष्ट्यादि कृत्यानां पंचकं विभोः
viṣṇorevedamākhyātaṃ kṛtyaṃ rakṣāvidhāyinaḥ | sthitāvapi tu sṛṣṭyādi kṛtyānāṃ paṃcakaṃ vibhoḥ
此已宣说为毗湿奴之职分——施设护持者。然即在维持之位中,噢大能者,始于创造的五种神圣作为,亦皆具足于彼。

It teaches that even when a deity is known for one role (Viṣṇu as protector), the full spectrum of cosmic operations is implicitly present—pointing to the deeper Shaiva view that all functions ultimately rest in the Supreme Lord (Pati) and are not mutually exclusive.
By highlighting the five operations (pañcakṛtya), the verse aligns with the Shaiva understanding that Saguna Shiva, symbolized by the Liṅga, is the integrated source of all cosmic processes—creation, maintenance, dissolution, concealment, and grace—manifesting through various divine agencies.
A practical takeaway is pañcakṛtya-bhāvanā in japa: while repeating “Om Namaḥ Śivāya,” contemplate Shiva as the inner ruler behind all five acts, cultivating surrender (śaraṇāgati) and steadiness in daily duties.
