वैशम्पायन उवाच
True authority to advise rests on dharmic criteria: one who is grounded in śruta (scriptural learning) and vṛtta (upright conduct) and who embodies virtues should heed wise counsel, because ethical action is sustained by both knowledge and character.
Vaiśaṃpāyana, as narrator, introduces or supports a piece of advice being given by praising the addressee’s qualifications—birth in a noble/sage lineage, mastery of śāstra, and exemplary conduct—thereby urging the listener to accept the forthcoming counsel in the tense pre-war deliberations of the Udyoga Parva.
