The line highlights the epic’s attention to guṇa (excellence/qualities) and completeness: whether in exile-related episodes (Virāṭa) or in decisive action (Udyoga), the narrative presents situations as fully furnished—materially (garments) and morally/strategically (all requisite qualities)—suggesting that outcomes arise from comprehensive preparation and the presence of fitting qualities.
Vaiśampāyana briefly alludes to earlier sections of the Mahābhārata—Virāṭa Parva and Udyoga Parva—mentioning varied garments and an all-round excellence in the preparations, as part of a compressed recollection/summary within the Svargārohaṇa context.
