Vāmadeva’s Counsel on Rooted Kingship and Non-violent Victory (वामदेवोपदेशः—दृढमूलराजधर्मः)
idaṃ vṛttaṃ manuṣyeṣu vartate yo mahīpatiḥ | ubhau lokau vinirjitya vijaye sampratiṣṭhate ||
A king’s true victory is grounded in righteous conduct toward his subjects; such ethical governance yields success not only in worldly rule but also in the next world, implying lasting merit and legitimacy.
Vāmadeva is instructing on राजधर्म (the duties of kings). He states a general principle: the ruler who follows the proper standard of conduct toward the people attains ‘victory’ in both realms—temporal authority and posthumous welfare.
