राजधर्मः—प्रमादवर्जनं, दण्डनीतिः, दुर्बलरक्षणम्

Royal Dharma: Vigilance, Just Punishment, Protection of the Vulnerable

यदि मनुष्योंका सम्मान किया जाय तो वे सम्मान-दाताके हितके लिये अपने पुत्रों और स्त्रियोंको भी छोड़ देते हैं। समस्त प्राणियोंको अपने पक्षमें मिलाये रखना

yadi manuṣyāṇāṁ sammānaḥ kriyate tarhi te sammāna-dātuḥ hitāya svaputrān striyaś ca api tyajanti | sarva-prāṇināṁ svapakṣe saṅgrahaḥ, dānam, madhura-vacanam, pramāda-tyāgaḥ, bahiḥ-antar-śaucaṁ ca—etāni rājña aiśvarya-vardhanāni mahā-sādhanāni | māndhātaḥ, tvam etāsu sarvāsūktāsu kadācit pramādaṁ mā kṛthāḥ || apramatto bhaved rājā chidra-darśī parātmanoḥ | nāsyacchidraṁ paraḥ paśyec chidreṣu param anviyāt ||

乌塔提耶说道:“若以尊荣待人,人们甚至会为那赐予尊荣者的利益而舍弃自己的儿子与妻室。使一切众生归附己方,施与财礼,言辞甘美,弃绝怠惰,并于外于内皆守清净——这些都是使君王富贵昌盛的重大手段。曼达特里啊,对此切莫有丝毫疏忽。君王当恒常警醒,洞察敌我双方的破绽。务必使敌人不能清楚窥见自身弱点;但若探得敌之弱处,便当乘隙逼迫,立刻进击。”
