Utathya’s Instruction: Royal Dharma, Restraint of Pride, Protection of Subjects
अपरिचित स्त्रियों, बाँझ स्त्रियों, वेश्याओं, परायी स्त्रियों तथा कुमारी कनन््याओंके साथ राजा मैथुन न करे ।।
aparicita-strībhiḥ, vandhyā-strībhiḥ, veśyābhiḥ, parastrībhiḥ tathā kumārībhiḥ rājā maithunaṁ na kuryāt. kuleṣu pāpa-rakṣāṁsi jāyante varṇa-saṅkarāt; apumāṁsaḥ kāṇāḥ laṅgāḥ hīnāṅgāḥ sthūla-jihvāḥ vice-tasaś ca. yadā rājā dharmataḥ pramādyati, tadā varṇa-saṅkarāt uttama-kuleṣu pāpinaḥ rakṣāṁsi jāyante; napuṁsakānāṁ kāṇānāṁ laṅgānāṁ lūlānāṁ mūkānāṁ buddhihīnānāṁ ca bālānāṁ utpattiḥ bhavati. ataḥ rājñā viśeṣeṇa dharma-parāyaṇena sāvadhānena ca prajā-hita-sādhane tatparaṁ bhavitavyam.
乌塔提耶说道:“国王不可与不相识之女、不能生育之女、娼妓、他人之妻,或未嫁之处女行淫。若君主于法度(dharma)有所怠慢,社会便生杂糅与紊乱;由此混乱,据说即便在高贵家族中,也会出生罪恶而具毁灭性的后嗣。子女或成无能之人,或独眼,或跛足,或残缺,或哑,或愚昧——并且还有许多可憎的后代形态。因此,国王尤当笃守法度,常怀警醒,恒以百姓福祉为念。”
उतथ्य उवाच
A ruler must restrain sexual conduct according to dharma and remain vigilant, because the king’s negligence is portrayed as causing social disorder (varṇa-saṅkara) and harmful consequences for families and society; therefore he should prioritize public welfare through disciplined, dharma-centered governance.
In Śānti Parva’s instruction on kingship, the sage Utathya addresses the king with prescriptive counsel, warning against illicit or socially disruptive sexual relations and linking royal heedlessness to broader societal degeneration, urging careful, dharma-driven rule for the good of the subjects.
