Kośārtha-Rājadharma: Ethical Revenue Collection and Social Regulation (कोशार्थ-राजधर्मः)

न चास्थाने न चाकाले करांस्तेभ्यो निपातयेत्‌ । आनुपूर्व्येण सान्त्वेन यथाकालं यथाविधि

na cāsthāne na cākāle karāṁs tebhyo nipātayet | ānupūrvyena sāntvena yathākālaṁ yathāvidhi ||

毗湿摩说道:君王不可在不当之地、非其时而向臣民加征赋税。应当以抚慰劝导之道,循序渐进地征收财赋,并且始终依照合宜的时令与既定的法度——使政令合乎达摩,不致沦为压迫。
