毗湿摩说道:“待此危难过去,我必将所受托之财悉数归还诸位。但凡被敌人以强力从此处掠走的财物——他们决不会再还。”

A moral distinction is drawn between wealth held temporarily under threat and wealth lost to violent seizure: what is taken in trust should be restored when safety returns, but what is plundered by force is rarely recoverable—so one must act prudently to prevent loss while upholding restitution where one is responsible.
Bhishma addresses others about a time of danger: he promises to return all the wealth to them once the peril passes, while warning that if enemies raid and carry it off by force, those raiders will not return it—highlighting the urgency of safeguarding resources during instability.
