राजवृत्त-रक्षा-प्रणिधि-षाड्गुण्योपदेशः

Royal Conduct, Protection, Intelligence, and Policy Measures

श्रियं ददाति कस्मैचित्‌ कस्माच्चिदपकर्षति । तदा वैश्रवणो राजा लोके भवति भूमिप:

śriyaṃ dadāti kasmaicit kasmāccid apakarṣati | tadā vaiśravaṇo rājā loke bhavati bhūmipaḥ ||

瓦苏摩那说:“国王使一些人得享繁荣,也使一些人失去繁荣。当统治者以财富之流酬慰有益之士,又没收为害作恶者的诸多珍宝——把资财赐予致力于邦国福祉者,并夺取叛逆者之财——那位护持大地的君主便被世人视为毗舍罗伐那(Vaiśravaṇa,即俱毗罗)本身。其伦理旨趣在于:王者的施与必须与公正的约束相配——奖赏为公共善而效力者,遏止威胁国度的掠夺与侵害。”
