पुरगुप्तिरविश्वास: पौरसंघातभेदनम् | अरिमध्यस्थमित्राणां यथावच्चान्ववेक्षणम्
puraguptir aviśvāsaḥ paurasaṅghātabhedanam | arimadhyasthamitrāṇāṃ yathāvac cānuvīkṣaṇam, yudhiṣṭhira |
毗湿摩说道:“噢,坚战啊,护国之道包括:巩固城防;不盲信他人;若城中百姓结党相连,当设法离散其势;并当对敌人、中立者与盟友作恰当而明察的监视。如此警醒而有辨识的治理,既能如同抵御外患一般,确实地防止内乱与崩坏,从而保全国土。”
भीष्म उवाच
A ruler protects the state through constant vigilance: fortify and guard the city, avoid complacent trust, prevent citizen factions from forming dangerous blocs, and continuously assess enemies, neutrals, and allies with clear-eyed scrutiny.
In the Shanti Parva’s instruction on kingship (rājadharma), Bhishma counsels Yudhishthira on practical measures of rule—especially urban security and political intelligence—emphasizing prevention of internal conspiracies and careful monitoring of external relations.
