The verse primarily conveys the value of auspicious order and refined conduct in royal and ritual settings: external harmony—cleanliness, fragrance, and careful adornment—supports an atmosphere conducive to respectful assembly and dharmic deliberation.
Vaiśampāyana describes the preparation of the royal residence: fragrant powders are scattered and the surroundings are decorated with many kinds of flowers and garlands, indicating a formal, celebratory, or ceremonially significant occasion.
